Colombo Municipal Council suspended

Colombo Municipal Council which has another one and a half years left to complete it term, was suspended yesterday and a retired High Court judge has been appointed to go into the allegations of short comings and lapses against the Mayor and the Municipal Council.

Alavi Mowlana, Governor of the Western Province speaking to Asian Tribune said that Colombo Municipality was under the UNP for the past 25 years, and remained UNP oriented. The present lapses and short comings, it was said has been inherited from the past mayors and councilors.

But he said that the present Municipal Council has been suspended yesterday and a retired judge of the High Court Hector Yappa has been appointed to go into the lapses and shortcomings and report within a period of three months.

Western Province Governor said that it has been found that the CMC had lost Rs 4 billion in the form of uncollected assessment arrears, while the bank overdraft had been around Rs 600 million.

He said that there were allegations of waste and corruptions also and the Council will remain suspended until such time the report is presented after the investigation completed by the retired judge.

Substantial Victory for Obama

A substantial victory for Barack Obama is now predicted by most pollsters with less than a week to go in the US election campaign. Obama coat-tails would also ensure that the Democratic Party would increase its majorities in both Houses of Congress, possibly obtaining the 60-40 margin in the Senate required to end filibusters and force a floor vote on legislative proposals. A double digit lead is assured in the House of Representatives. John McCain is pinning his hopes trying to win Florida, Pennsylvania, Ohio and New Hampshire. Such an upset is considered a remote possibility.

The McCain camp seemed a little disoriented judging by some of the contradictory statements made by campaign people. Meanwhile, Democratic leaders are already trying to down play any contingencies of a less than great victory, if that were to occur.

Analysts have pointed out that the implications of a sizeable Democratic victory meant that popular expectations of immediate action on health care, home foreclosures, jobs and other social issues “could be difficult to meet even with enhanced numbers in the Senate as well as the House.” That is a hint that Obama presidency would be saddled with a huge expectations bubble which entails delivering a host of goodies like Healthcare, economic prosperity and educational reform within a short time.

Some warned against overreaching and urged a cautious legislative agenda. According to one Democratic legislator, Steny Hoyer of Maryland, “We are going to get new members with a clear understanding that the reason they won is appealing to independents and disaffected Republicans, and they are going to want to continue to do that.” Because the entire the entire campaign had been overtaken by an economic crisis, the outcome may have dwarfed all other issues.

How could the multi-trillion-dollar bailout of the banks be carried out with unemployment at its highest in years, was one major concern. Could Obama’s message of “hope” and “change” and the “fierce urgency of now” be the guiding lights of the new administration? Americans confront an administration that promised relentlessly to pursue a course of revival unprecedented in American history. LTTE planes dropped bombs in Mannar and Kelaniya

LTTE terrorists have launched an air attack at the Kelani-Tissa power plant a short while ago (Oct 29).

According to available information, the blasts have caused minor damages to the premises.
The fire brigade said that a fire has broken out at the Kelanitissa power station. The fire is believed to have been caused by the LTTE air raid.

Earlier, at around 10.20p.m., on Tuesday (28) three bombs were reported dropped from LTTE air craft at the Thallady military camp in Mannar. No major damages were caused due to the explosions, security sources further said.

War to end terrorism must continue

Since Vinayagmoorthi Muralidaran (Karuna) and Sivanesathurai Chandrakanthan had joined civil society as normal citizens through the UNP, there was no war situation in the Eastern Province, Galle District UNP member Vajira Abeywardena said yesterday (27).

Similarly, Prabhakaran too could be brought into normal civilian society. Neither of the two sides to the armed conflict in the North could win the war and it was necessary to start peace talks with Prabhakaran now, Abeywardena said.

Asked for his comment Defence Secretary Gotabhaya Rajapaksa said it was necessary to continue the war against terrorism in the North. Even India wanted terrorism eradicated. There was no question of stopping the war against the LTTE.

India was only concerned about the welfare and problems of civilians of the North who were displaced or affected by the war especially with regard to food supplies. The government continued to send adequate food supplies to the north, he said.

The Defence Secretary also said that arrests of LTTE activists and supporters in Tamil Nadu were being conducted by the State government and surveillance in the seas between India and Sri Lanka government had been increased by the Indian authorities.

Navy rescues six families escaping terror clutches in Wanni

Sri Lanka Navy has rescued 19 civilians including 3 children fleeing from LTTE tyranny in Wanni last morning (Oct 27). According to the Navy sources, Navy inshore patrol craft (IPCs), have rescued the civilians while they were battling against rough seas onboard a locally built fishing vessel (Vallam) in the South of Mandativu islet. There were 11 females and 8 males belonging to 6 families, the sources said.

The refugees have told the Navy personnel that they had got onboard the Vallam from Murukkandi in Poonaryn. They have further revealed that they had left their homes due to the inhumane harassments committed by the LTTE terrorists. According to the refugees , a large number of civilians in Wanni are desperately expecting that the security forces would soon liberate them from the terror clutches.

The Navy would provide food, medical facilities and other basic needs of the refugees until they are being handed over to the civilian welfare authorities, the sources added.

India - U.S. alliance threaten South Asia?

Sri Lanka is on the verge of destroying the most ruthless terrorist organisation in the world. Even the most extreme elements in the South of Sri Lanka accept that upon completion of this task certain genuine grievances of the Tamil people and a certain degree of devolution envisaged in the current constitution should be implemented in the Northern Province as it is now being done successfully done in the Island’s East. India knows all this too well. Nevertheless New Delhi and explicitly its South Indian clique is again attempting to repeat their attempts of 1987 save LTTE which is on the verge of defeat.

Sri Lankans have a right to decide their own future free any more foreign interference. They have suffered enough for the past 25 years because of Indian meddling the island’s internal affairs. The time has some to say enough is enough categorically and firmly.

Much has been written about India’s gross interference in Sri Lanka’s internal affairs and violation of her sovereignty and territorial integrity in the recent past supposedly due to political pressure from Tamil-Nadu. However it is important for all Sri Lankans to comprehend and appreciate the behaviour of Indian politicians in a more holistic context, India has a very loose and fragile regional federal structure (unlike the strong federal systems of government in their new found western allies like USA).

Furthermore the fundamental psychology of India’s foreign service and intelligence services operating in the region must be clearly understood.

The contemporary developments in the region merit a complete re-evaluation of regional bilateral and multilateral policies that all SAARC countries follow vis-à-vis their giant superpower and neighbour India.

In Sri Lanka’s case, India’s strategic objectives has been satisfied with most Sri Lankan’s being absolutely ignorant and unaware of the real status quo – Sri Lanka’s Governments “flying to brief” New Delhi and Sri Lanka Government’s readiness to meet India’s wishes.

Even world powers with the exception of China of course, never dare interfere on India’s decisions on Sri Lanka. The trade between Sri Lanka & India places the latter at a greater advantage even where the Free Trade Agreements are concerned. Under the Free Trade Agreement between the two. (24-25 % of Sri Lanka’s imports come from India. And this excludes contraband like sarees, gold, drugs etc. If these added they would change the percentage significantly).

As a matter of fact some Sri Lankans naively talk about a nuclear free zone in the region. Hence the Tamil Nadu politicians singing their Katchatvu ‘song.’ If ever India goes to war with any of her enemies I hope Sri Lankans know that stray missiles will all rain on them. Therefore Sri Lanka should not get tied down to any agreement with India on Kachchativu at this juncture. There should be no repeat of what happened with Trincomalee under the Indo-Lanka Accord. Perhaps Sri Lanka having listening post on Katchativu with China’s collaboration might not at all be bad idea considering India current interference in Sri Lankan affairs.

If India is not interested in creating a separate state in Sri Lanka, then Sri Lanka needs a categorical assurance that it will not use thae LTTE as a destabilisation force in the country.

If India takes the position that her neighbours take "Belligerent anti-Indian positions" in their dealing with her due to "bellicose patriotism" peace and prosperity would no doubt would be the furthest thing for all the people of South Asia. India needs to lead the way in cultivating TRUST, understanding, benevolence, harmony and peaceful coexistence with all its neighbours. It must display its maturity as a world power in dealing with all its smaller neighbours

Troops stick to the mission

he Army Task Force 1 , operating on the western half of the Kilinochchi battle frontage continued their offensive march towards Nachchikuda and to the North of Manniyakulam areas yesterday (Oct 26).

Troops of 581 brigade attacked LTTE bunkers located in the Nachchikuda area around 10.30 AM and claimed heavy damages to the terrorists. Separately, troops attacked terror bunkers in the same area around 6.30 PM with the support of artillery fire. LTTE casualties were not known in this incident.

In the general area Kalmadu, troops attacked an LTTE bunker around 6.30 A.M. Damages caused to the terrorists are not known.

Meanwhile , 582 brigade troops launched an offensive since last morning in the Nochchimoddai area . Troops successfully beat off the terrorists in the North of Kunchikkulam by the evening and claimed heavy damages to the terrorists.

Snipers deployed in the forward area of 583 brigade claimed acquiring two targets in Paninkanmadu in the morning hours.

The mission is kept on.

President takes up Lankan issue with Indian PM

President Mahinda Rajapaksa yesterday made a special telephone call to Indian Prime Minister Dr. Manmohan Singh to allay increasing Indian concerns that civilians in the north are allegedly coming to harm due to the current military drive to defeat the LTTE, The Nation reliably learns.

Tiger proxies in Tamil Nadu have been pressing the central government in recent days, to intervene on behalf of the Tamils, to halt the military drive and threatening to pull out support to the ruling coalition government, if it fails to comply with their request. The ruling coalition has been weakened, since the left parties pulled out their support in protest over the nuclear deal with the US.

Sources said that, the President, who spoke to the Indian Premier in the presence of Foreign Minister Rohitha Bogollagama and Presidential Secretary Lalith Weeratunga around 1:00 pm, had requested Dr Singh to send his Foreign Minister Pranab Mukherjee to Sri Lanka, in order to get a firsthand account of the prevailing situation here.
Soon after the conversation between the two leaders, Mr. Bogollagama had extended a formal invitation to his counterpart in Delhi, to make an early visit to Sri Lanka

The President had given a detailed account to Dr Singh, on painstaking steps taken to avoid civilian casualties and also to maintain essential supplies to war affected areas, as was done during the successful operation to capture the East.
He had emphasised that, the war is being conducted with minimum collateral damage to property and persons, bearing well in mind the welfare of the civilian population in the Wanni region.

As for the repeated request of the Indians to place a political solution to resolve the problem, President Rajapaksa had assured that it would be extended no sooner the LTTE was disarmed.
President Rajapaksa had also expressed concern of the difficult position Dr Singh’s government was placed in due to increasing agitations in Tamil Nadu over the Sri Lankan problem and had assured full cooperation to his government to tackle the issue.
President Rajapaksa had also proposed solving the fishing disputes between the two countries through regular, close consultations between the Navies of the two countries.

A minor explosion was reported, at the Central Bus depot at Pettah- Colombo, at around 11.25p.m.

No civilian casualties were reported Pettah Police sources said, adding that 2 buses including a public transportation bus bearing No: WP NA 3826, have sustained minor damages due to the explosion.

According to latest information from the blast site, the explosion was caused due to a parcel bomb which had been placed between the two busses that were parked at the location.

NFF raises battle cry against Indian interference

The National Freedom Front (NFF) has begun a campaign to discuss with other political parties the issue of increasing Indian political pressure to halt the ongoing military push in the North to eradicate LTTE terror.
NFF Chairman Wimal Weerawansa told The Nation that the time has come for all anti LTTE political forces to unite and support the on going military campaign that is nearing completion.

“The military forces have the LTTE on the run, and their so called de facto capital Kilinochchi will collapse in the near future. The pro LTTE forces have understood that the LTTE would crack under this massive military onslaught,” Weerawansa said. “That is why the pro LTTE elements in Tamil Nadu are creating unrest in India, and are trying to force the Indian Government to interfere in the internal affairs of Sri Lanka.”

Weerawansa claimed that these political forces are not interested in the well being of the Tamil people. Their only objective is to get political mileage out of a very sensitive issue, he said.

“Last week the Tamil Nadu politicians held an All Party Conference to discuss the Sri Lanka issue, and Tamil Nadu Chief Minister M. Karunanidhi said that India could certainly intervene in Sri Lanka’s ethnic conflict to alleviate the sufferings of Tamils, in the manner in which it helped to create Bangladesh in 1971 from East Pakistan. And since elections are near, I fear that the Indian Central government might try to intimidate and influence Sri Lanka in the coming weeks. Therefore there is an urgent need for discussion and an alliance among anti LTTE groups at this juncture”, he said.

The NFF has made arrangements to meet representatives of Jathika Hela Urumaya (JHU,) Mahajana Eksath Peramuna (MEP,) TMVP, Tamil United Liberation Front (TULF) Muslim National Alliance (MNA) and United Democratic Alliance in the coming weeks to discuss the issue.
Meanwhile the NFF has requested Speaker W.J.M. Lokubandara to hold a party leaders’ meeting on October 20 and to reserve a day to discuss the issue of Indian intervention in Parliament.

Army turns heat on LTTE as TN increases pressure on Delhi

Amid a diplomatic furore caused by Tamil Nadu’s call to suspend Sri Lanka’s war against the LTTE, the army has stepped up its efforts to regain the Nachchikuda-Pooneryn road stretch along the 82 km. Mannar-Pooneryn coastal road (A32) with recent fighting seeing a hole punched in the Tigers’ last ditch earth bund.

This would be a critical element in the overall strategy to deny the LTTE capability to bring in urgently needed supplies from Tamil Nadu across the Gulf of Mannar, a senior military official told News-lanka.

Contrary to expectations, the TamilNadu factor has spurred stepped up military operations with the SLAF targeting LTTE units engaged in building fresh fortifications, a senior military source said.

A desperate LTTE attempt to retain a foothold on the north-western coast was on the verge of collapse with the Task Force I cutting off the Nachchikuda-Pooneryn stretch at a point eight kilometres north of Nachchikuda on Friday, he said.

The move was made immediately the Task Force commanded by Brigadier Shavindra Silva captured Maniyankulam intersection about 13.5 kilometres northeast of Nachchikuda.

The official said that the army was positioned south, east and north of Nachchikuda while the enemy wouldn’t be able to undertake a large scale sea movement in view of the navy’s superiority on the seas off north-western coast.

Earlier heavy LTTE resistance forced the army to bypass Nachchikuda and take up position east and north-east of the enemy stronghold before cutting across towards the coastal road.

The army said that once the eight kilometre stretch northwards of Nachchikuda was cleared, the LTTE would be left with about a 17 kilometre road stretch.

Task Force 1 launched operations in September last year. Although its initial progress had been extremely slow, it experienced significant battlefield success with troops liberating Viddataltivu, Kalliyadi, Iluppaikkadavai, Mundampiddi and Vellankulam towns.

Army headquarters said that the Task Force I and the 57 Division deployed on its right flank had pierced the LTTE’s main obstacle - an earth bund running for 28 km. from Nachchikuda to Akkarayankulam tank.

In recent days, senior Sri Lankan diplomats, serving in India, have been summoned by the Indian National Security Advisor and the Foreign Secretary, to express their concerns over happenings in the north of Sri Lanka. On Friday, Indian High Commissioner in Colombo, Alok Prasad, also called on Foreign Minister Rohitha Bogollagama with similar concerns.
Sources said that, even prior to yesterday’s telephone conversation between the two leaders, the Government had decided to send Presidential Advisor Basil Rajapaksa to India next week, to explain to the Indians, Sri Lanka’s position, with a special message from the President.

Meanwhile, the Press Trust of India report on the discussion between the two leaders stated: “Amid mounting pressure from ally DMK and other Tamil Nadu parties, Prime Minister Manmohan Singh on Saturday asked Sri Lankan President Mahinda Rajapaksa to ensure that Tamils do not get “enmeshed” in the conflict with the LTTE and that, their rights and safety are upheld.
“During a telephonic conversation initiated by Rajapaksa, Singh said there could be no military solution to the conflict in the island country, and asked the President to start a political process for a peacefully negotiated settlement within the framework of a united Sri Lanka,” the Prime Minister’s Office (PMO) said.

“The Prime Minister also asked Rajapaksa to instruct the Sri Lankan Navy to desist from firing on Indian fishermen, saying their killing is “unacceptable”, the PMO said in a statement.
“Rajapaksa assured Singh that “all necessary measures” are being taken to ensure safety and wellbeing of the Tamil community in Sri Lanka, it said.
“Singh emphasised that the “safety and the security of these civilians must be safeguarded at all costs.”

Indian High Commissioner in Colombo, Alok Prasad called on Sri Lanka’s Foreign Minister Rohitha Bogollagama yesterday at the Foreign Ministry. The discussion centered on current issues pertaining to Indo-Lanka bilateral relations in the context of developments in the North and the East of Sri Lanka. Concerns being expressed in this regard in India were conveyed to Minister Bogollagama by the High Commissioner.

In the meantime India’s Foreign Secretary Shivshankar Menon has summoned Sri Lankan High Commissioner Chrysantha Romesh Jayasinghe to express the government’s concern over the situation on Sri Lanka.
Furthermore, in New Delhi, Prime Minister Manmohan Singh and External Affairs Minister Pranab Mukherjee expressed concern over the Tamil civilian casualties during the last two days.

On Thursday, Mukherjee said, “The situation in Sri Lanka is a matter of grave concern to us in India. We are particularly worried about the humanitarian effect of the continuing conflict on civilians who have been caught up in circumstances not of their making. It is essential that their rights be respected, that they be immune from attacks, and that food and other essential supplies be allowed to reach them.” Pranab Mukerjee further said:

"We have consistently made it clear that a return to normalcy cannot be brought about by military means or battle field victories. What is required in Sri Lanka is a peacefully negotiated political settlement which allows each community to realize its own potential within the framework of a united Sri Lanka.

"Government of India will do all in its power to achieve this goal, to ameliorate the humanitarian conditions in Sri Lanka and has been making representations to the Government of Sri Lanka at several levels.

The other issue which is engaging Government’s effort is the harassment and killing of Indian fishermen in neighboring areas which must cease forthwith. Government will be taking steps to ensure this."

“Addressing internal issue of Sri Lanka is our business,” – UNP Chairman

“As the main opposition party we are extending our unconditional support to the Government in its endeavor to eliminate terrorism, said the Chairman of the United National Party Rukman Senanayake.

Mr. Senanayake in an interview with the Sri Lanka Broadcasting Corporation said that it is the due responsibility of the Government to ensure the safety of all citizens irrespective of ethnicity or race.

UN Convoy Tries to Reach Vanni Civilians

The United Nations says that a second attempt will be made this morning to send a convoy of food to civilians displaced behind the lines of confrontation in Sri Lanka’s north. The 50-truck World Food Programme (WFP) convoy was forced back yesterday afternoon after a dangerously close exchange of heavy fire across the A9 route into the Vanni.

The UN says that it has renewed assurances from both parties to the conflict that the convoy would be able to proceed this morning unhindered.

The 50-truck and nine support vehicle operation carrying 750 meteric tones of food for the estimated 230,000 civilians forced from their homes by fighting. It is the second convoy in as many weeks, and is part of an ongoing operation to supply humanitarian aid to civilians moving to avoid fighting between the Government of Sri Lanka forces and the LTTE.

Karunanidhi’s lukewarm gesture

Tamil Nadu Chief Minister Muthuvel Karunanidhi gave a half hearted warning to the Indian Central Government after failing to muster support from major opposition party AIADMK in the state assembly. His so called All Party Conference ended up as little more than a DMK confab where a lukewarm warning was issued to the Centre that DMK MPs would ‘consider’ resignation in a the event of inability to bring about a ceasefire in Sri Lanka within two weeks.

Though in the past TN State Government’s emotive use of Sri Lankan issues has shaken the Centre in the past several occasions. However, there has been a significant shift since Rajiv Gandhi assassination by the LTTE in 1991. The Centre has limited its role to ‘concerned, but no interference’ in the anti terrorism drive of Colombo.President Mahinda Rajapaksa has said that Sri Lanka wants a political solution to the problem and that he was confident this would be best addressed after defeating the terrorists militarily. He pointed out that there were not many casualties amongst the civilians who were caught in the fighting between the LTTE and security forces in northern Sri Lanka.

Resolutions adopted in the all-party leaders’ meeting convened by Chief Minister M. Karunanidhi in Chennai on 14/10/2008

Resolution – 1

The situation, where the Tamils are subjected to genocides, which continues for more than 30 years in Sri Lanka and where even (tender flowers-like) innocent infants of thousands of Tamil families too get killed, thus ruining the entire future generation of those families, is getting worsened day by day and hence the Sri Lankan Tamils – who are already floating in a sea of tears – counter the attacks of the Sinhala army, tired and vexed by a tinge of distress “as to whether there is anyone in this world to provide us refuge and save us?” and are waiting for a way, with tearful eyes and a hope as to when these problems will see a dawn?. This all-party leaders’ meeting requests that the Indian government should take immediate steps to stop the war and restore peace and normality in Eelam.

Resolution – 2

Reports state that the Indian government has been extending military assistance to the Sri Lankan government. This meeting requests the Central government to stop the arms assistance immediately, since these helps – extended by the Indian government as a goodwill gesture as a neighbor – are utilized by the Sri Lankan government to intensify the genocides and destroy the Tamils.

Resolution – 3

It is hereby declare at this all-party meeting that, if the Indian government fails to come forward to implement these resolutions and to effect a ceasefire in Sri Lanka within two week’s time, all the Parliamentarians from Tamil Nadu will have to resign en masse.

Resolution – 4

This meeting requests the Central government to provide food, shelter and medicine to the war-affected people immediately, to enable them to run their life after they get displaced on ceasefire declaration and also to extend all possible humanitarian assistance to them.

Resolution – 5

This meeting stresses that the Central government should utilize the assistance of International organizations like Red Cross, in a way to ensure that the efforts of NGOs – who come forward to extend various helps on humanitarian basis – reach the affected people directly without any hindrance.

Resolution – 6

This all-party leaders’ meeting strongly condemns the continuation of atrocities like ‘indiscriminate attacks on Tamil Nadu fishermen – who venture in to sea for fishing to earn their livelihood – by Sri Lankan naval personnel, treating these fishermen in inhuman ways and shooting them to death mercilessly and also requests the Central government to arrive at a permanent and stable solution to these acts, which defy humanity and violate human rights completely and implement them immediately.

Karunanidhi: I wish to point out here that this event, where all of you have accepted my invitation, gathered here as one unit to express your unanimous opinions to save the Tamil community – which is a most important one and the one which is mixed with our body and life – and to stop the war in the Tamil land of Eelam and to spark a motivation to the Indian government and a caution to the Sri Lankan government, is actually an significant chapter in our history. Two consignments of milk detained

Two shipments of milk powder(Anchor and Raththi) have been detained at the Colombo Port since Friday, Director General of Health Services, Dr. Ajith Mendis said yesterday. He said that the officers at the port detained the two shipments on the same day, after they discovered that they were imported from China.
“After we discovered that they were imported from China, we immediately detained them and we sent samples to the Government Analyst in order to find out whether they contain melamine. The stocks will not be released to the market until the Analyst confirms that they do not contain melamine,” Dr. Mendis said.
He added that the results of the tests will be presented to the Health Ministry officials within a week.The Health Services Director General further said if the milk powder were found to be contaminated with melamine, it would be shipped back to China. The Health Ministry keeps a close eye on all milk product imports and this discovery was the result of that vigilance, he stated.“There are milk products that are manufactured in China or products from other countries under different brand names, but still, manufactured using milk from China,”
Dr. Mendis pointed out and added, “So, we keep a very close eye on all the milk food imports.”Earlier this month, samples of milk food, which were collected from Colombo, were sent to a laboratory in Singapore to determine whether they contained melamine.

Also, the Health Ministry banned the import or sale of several milk products including ‘Dutch Lady’ made in Malaysia.“When news broke out that the Chinese have found melamine in milk food manufactured there, and the contaminated milk powder caused the death and hospitalisation of many babies, there was worldwide panic.

But there are no such occurrences in Sri Lanka and we have taken steps to ensure contaminated milk products do not enter the country,” Dr. Mendis assured. (RK)

Lanka reacts to missive, says India being misled by LTTE

The Sri Lanka government has reacted firmly to the message sent by India on Monday that it was both concerned and unhappy at the plight of Tamil civilians in the north of the country, where armed forces are locked in battle with the Liberation Tigers of Tamil Eelam (LTTE).

Foreign minister Rohitha Bogollagama read out a carefully worded statement in Parliament on Tuesday.

The crux of it was that India had been mislead by LTTE propaganda, civilian casualty had been kept at minimum, and that the Tigers did not represent the Tamil community. But he also made it clear that the Sri Lankan government would continue the military offensive against the LTTE, which he added, were now confined to the Kilinochchi and Mullaitivu districts.

Bogollagama said the LTTE had managed to mislead Sri Lanka's “friends” about the situation in the north. “It’s unfortunate that some of our friends too have been influenced by this malicious propaganda,” Bogollagama said, soon after mentioning that Narayanan had expressed concern on the situation in Sri Lanka.

He said: “The critics of Sri Lanka and sympathisers of the LTTE are attempting to portray a misleading and totally false notion that the government is opting for a military solution to address the problems of the minorities.'”

Bogollagama added the LTTE did not represent the Tamil community in Sri Lanka. “Therefore, military action against the LTTE should never be perceived as action against our brethren, the Tamil community. We are concerned about them and will work with them to ensure their welfare, security and aspirations since they are our fellow citizens,” he said.

Time for LTTE to lay down arms

President Mahinda Rajapaksa addressing the All Parry Conference today repeated his call to the LTTE to lay down arms and surrender.

He said: "I wish to once again very clearly call on the LTTE to lay down their arms and surrender. They should act in this manner and enter the democratic political process. Our aim should be to ensure the democratic political rights of our Tamil brethren."

The President had summoned the Al Party Conference to apprise its members of the current developments with regard to the operations to eradicate terrorism, establish peace and restore democracy throughout the country. Military operations have become necessary to eradicate terrorism from the country and enthrone democracy throughout the land," the President said.

The leader of the Thamil Makkal Viduthalai Pulikal (TVMP) Muralitharan Karuna Amman, who was present at the APC today, said he had been with the LTTE for more than 22 years; and with his experience knew that when the LTTE came forward seeking peace it was always to further strengthen itself. On earlier occasions, incumbent governments, possibly by mistake, had encouraged the LTTE by giving it arms and money. “He recalled his own participation in several rounds of talks with the Government held under international sponsorship. They had come to an understanding to accept a federal system as a solution. However, Anton Balasingham, without consulting Prabhakaran had issued a statement stating that they were willing to consider a federal system. When he discussed this with Prabhakaran he rejected the idea of federalism. He wanted the talks dragged for at least five years till the LTTE obtained enough arms to strengthen itself further.

That was when he decided to leave the LTTE. It was called a renegade for talking this decision, which was done after he had explained to Prabharakan the futility of the armed campaign they were engaged in where at least 80,000 people had lost their lives.

He emphasized that it was necessary to defeat the LTTE militarily. “I welcome you all with all respect, and thank you for being present at this meeting at such short notice.

“We have today reached an important juncture in the difficult path of eradicating terrorism from our motherland and ensuring the dawn of peace. We seek this peace for all the people of our country. Similarly, what we look forward to is a peace that will ensure to all citizens, whether in the North, South, East or West equal rights and privileges, to be enjoyed in freedom and dignity.

“The political parties gathered here are those that have the highest regard to the democratic system, ands have great confidence in it; it is satisfying that they all value democratic thinking and follow the principles of democracy. We are also encouraged by the fact that all of these parties comprise those who take great pains to achieve the economic, social, cultural and political aspirations of our people.

“I wish to emphasize the importance of all of us have come together so as not to betray the people in their eager search for democracy and peace, away from the path of violence.

“However difficult it may be, it is my belief that the efforts to find political solutions to political issues should be continued. It is my belief that there are no military solutions to political questions. The people have elected us to realize their aims and aspirations. “You will recall that in January this year the All Party Representative Committee presented a set of proposals. It is the expectation of the government to carry these proposals forward and implement them. Especially, in the context of our Constitution not being properly implemented, such the full implementing of these proposals cannot be done immediately. They should be done step by step. Already this is being implemented well in the Eastern Province. At the same time, the military operations are continuing in the North, to free the people there from the yoke of terrorism and ensure them of their democratic rights and freedoms.

“There should be a proper environment to fully implement the proposals of the All Party Conference and the All Party Representative Committee. The current military operations are being carried out to build that required environment. They are not intended to harass the ordinary people, or cause harm or hardship to them. Our policy in this regard is very clear. It is that we continue with these operations to free another group of our own brothers and sisters from the cruel grip of terror.

“I wish to state our satisfaction that the entire machinery of government led by the respective Government Agents, is carrying out fully coordinated work together with the International Red Cross and the United Nations to ensure the welfare of the civilians who are faced with some hardship and have been temporarily displaced due to the current military operations in the North.

“I wish to state that all hardships faced temporarily by our brothers and sisters in the North will be brought to an end in a short time. Similar to what we did in the East, we will soon make arrangements to bring normalcy to the lives of our fraternal citizens in the North, and provide them the opportunity to elect their own political representatives to the constitutionally established political institutions.

“You are aware that we are taking action to properly implement our Constitution. Similarly, the local government bodies and provincial councils are being strengthened. What the All Party Conference should do now is to discuss and agree on measures towards stabilizing this political process, and discuss the further measures necessary to achieve peace. This should be done in a manner that is fair by all communities. Such measures should help in raising the living standards of all communities. Also, we should build an environment in which every citizen will be able to live in peace and satisfaction.

“Finally, I wish to once again very clearly call on the LTTE to lay down their arms and surrender. They should act in this manner and enter the democratic political process. Our aim should be to ensure the democratic political rights of our Tamil brethren.”

The representatives of the parties present supported the President initiative to end terrorism and restore peace in the country, and also the measures being taken to ease the temporary hardships faced by the people of the North due to the ongoing military operations.

Representatives of the following parties were present: Sri Lanka Freedom Party, Lanka Sama Samaja Party, Communist Party of Sri Lanka, Mahajana Eksath Peramuna, Jathika Hela Urumaya, Sri Lanka Muslim Congress, and Ceylon Workers Congress. Triple Air raids target

Sri Lanka Air Force fighter jets launched 4 air strikes targeting 3 vital encampments of LTTE terrorists this morning (Oct 10), air force sources said.

Air Force spokesperson Wing Commander Janaka Nanayakkara speaking to defence.lk said that the first of the 3 air raids was taken at 6.30 AM targeting an LTTE communication centre located 3Km , northeast of Paranthan.

In addition, two air raids were taken at 7 AM targeting an LTTE leaders' hideout located 2km northeast of Kilinochchi town, he said.

At the same time, the third air strike was taken targeting a den of LTTE suicide bombers, also known as Black Tigers located 1.5 Km west of Paranthan, he added.

Speaking further, Wing Commander Nanayakkara said that all three targets were effectively engaged.

Mahamoud Abbas arrives in the island

President of Palestine, Mahamoud Abbas arrived in the island a short while ago. He was warmly welcomed by President Mahinda Rajapaksa on his arrival at the airport.


The Palestinian President will hold talks with President Mahinda Rajapaksa and several ministers of the Government pertaining to issues of bilateral interest during his two day stay .
He will also be visiting Syria before returning home.

Mahmoud Abbas was born on March 26, 1935. He was elected as the President of the Palestinian National Authority (PNA) on January 9, 2005, and assumed office on January 15, 2005.

He was key figure behind the forming of the Fatah movement.

Minister Maithripala Sirisena miraculously escapes

Minister had a narrow escape from an LTTE assassination attempt this afternoon at about 1.15 PM, near Katuwala , Prirvena Road Junction on - Boralasgamuwa and Pilliyandala main road, when the Minister’s convoy was speeding past the location.


Minister and his convoy however escaped unaffected in the blast that triggered a thundering noise, but the explosion killed one civilian and injured three more, who were said to be innocent civilians, moving in the area.

Initial reports said the suicide bomber after infiltrating the location has waited for some time until the Minister’s convoy passed by, according to Police reports.

When the Troops Come Home

I sincerely hope the Government of Sri Lanka is looking past the destruction of the LTTE to the day when the troops finally come home. This will be a joyous time of celebration, no doubt, but it will also be a time of crisis: what are you going to do with the excess force in the military? You will reduce the size of your army, of course, but what are you going to do with the men and women who served you so valiantly and rid your country of terrorists?

This is a problem faced by all nations who find themselves in similar situations after the war is over. Julius Caesar faced it. In the last century America faced it four times, and is facing it again with the returning Iraqi war veterans. In the case of America, they botched it badly after Vietnam, and they are botching it again with Middle East returnees. Here in Los Angeles it is heartbreaking to go Downtown to the skid row area around 5th and Maple Streets and see the large numbers of homeless and drug-addicted men and women – many of whom were heroes in both Vietnam and in Iraq/Afghanistan.

No plane, Janaka’s body taken by road,Govt. provides motorcade

The remains of Major General Janaka Perera and his wife were taken to Anuradhapura by road yesterday, as an aircraft was not made available for the remains to be flown to Anuradhapura for the public there to pay their last respects.

The remains were taken to the Ratmalana Airport at 7.45 a.m. yesterday but was kept there for about four hours for want of an aircraft.

Relations had obtained permission from Prime Minister Ratnasiri Wickremanayake and Air Force Commander to fly the remains to Anuradhapura. However, no aircraft was made available. The motorcade left Colombo around 2 p.m.

Meanwhile, UNP General Secretary and parliamentarian Tissa Attanayake said that he sought permission thrice from the Prime Minister to fly the remains to Anuradhapura but he failed to get it.

Attanayake lamented at the government’s attitude towards a soldier who rendered yeoman service to the country at the risk of his own life. The remains were kept at the Ratmalana airport for nearly four hours but no aircraft was provided and this was an embarrassment to the UNP and to the kith and kin of the dead couple, Attanayake said.

Mobile service in Mannar not held due to people fleeing to Vanni

Secretary to the Ministry of Public administration D. Dissanayake said the Government was compelled to call off the ‘Mobile Services’ scheduled to take place in the Mannar district on October 20 and 21 as the majority of those who were internally displaced from the Mannar District had fled to take refuge in the Vanni District.

He said originally Minister of Public Administration Karu Jayasuriya had made arangements with over 36 State Agencies to go to the Mannar District on October 20 and 21. A report on the prevailing ground situation submitted by a delegation led by Minister of Constitutional Affairs and National Integration D. E. W. Gunasekera had stated that only around 5,000 people were remaining in the district had turned up when they visited the area on September (25).

"We wanted to provide birth certificates, driving licenses, national identity cards and passports to those affected people."

Dissanayake said the situation was further aggravated as a result of Minister Karu Jayasuriya having to take bed rest following his surgical operation.

"We have to wait until these people return. Our going would be of no use and we found that with the ongoing Military Operations which had intensified in the North, finding accommodation for such a large delegation of around a 1000 in the North Central Province to travel daily to Mannar as the transport service was not able to cope with such a number

At least 19 LTTE terrorists were killed and 9 others reported wounded during battles ensued between troops and LTTE in general area Akkarayankulama, in the Southwestern perimeters of Kilinochchi on Tuesday (Oct 7), according to Wanni military sources.

Govt’s denial of security caused Janaka’s death - Ranil

UNP and Opposition Leader Ranil Wickremesinghe told Parliament yesterday that the assassination of Maj. General Janaka Perera on Monday was a result of the Government’s neglect and its denial of adequate security even when it was well known that the LTTE posed a grave threat to his life.

"Janaka Perera was an officer of the army who had defeated terrorists in many battles. He was totally opposed to separatism and stood to protect the territorial integrity of country. He performed an excellent service in the army and was one of the officerwho had contributed to its modernization and was know to have protected human rights while fighting against the LTTE," he said.

Wickremesinghe said the UNP had requested that Janaka Perera should be made the Defence Secretary as he was an officer whose integrity and capabilities made him the ideal person for that post. However, the government had refused to give him adequate security when he joined the UNP and handed in his nomination to contest the North Central Provincial Council election and Janaka Perera had to seek redress from Courts to get security but even the security ordered by the Court was not provided, he said.

Producing a letter sent to the Anuradhapura police by the office of the Leader of the Opposition of the North Central Province, he said the police had not given security for the meeting on Monday, though the DIG, NCP had said that Janaka Perera had not asked for police security for Monday’s event. However, immediately after the incident the DIG had made a statement that it was the work of a LTTE suicide bomber, he said.

Ranil Wickremesinghe said he had no confidence in any investigation conducted by the police or by the government and asked for a recognized foreign police inquiry into the assassination of Janaka Perera, since there was a grave doubt whether the government would hold an impartial inquiry into the assassination.

Senior DIG Jayantha Gamage, who accompanied three special police teams sent from Colombo to carry out investigations, told The Island that the video tape of the Sirasa cameraman is of vital importance and a definite conclusion could be made on the planning and killing of Janaka Perera. The Sirasa cameraman, too, was killed in the explosion.

Meanwhile, investigators said the head of the suspect suicide bomber had been blown smithereens and was beyond recognition.

Investigations so far revealed that after addressing the gathering at the opening ceremony of the office of the leader of the Opposition of the North Central Provincial Council, opposite the old bus stand, the Major General Perera had invited the people to partake of some kiribath. There had been two tables laid out for the kiribath, one inside the office and the other in the verandah. The assassin, according to eye witness accounts, had been seated in a chair opposite the office where late Major General was seated and had gone into the office on the pretext of partaking of kiribath when the explosion occured.

Some survivors of the blast had said that the assassin on the pretense of worshiping the victim had bent down before exploding the device.

Janaka Perera’s wife Vajira, Anuradahapura UNP organizer Mr. Johnpulle, his wife, three lawyers and some Provincial Council members and some other members of the public including had died in the blast.

Police is conducting a separate inquiry to ascertain whether there had been any lapse on the part of the Police since four policemen posted at the entrance to the building near the gates had failed to notice the suspicious looking suicide bomber entering the premises.

North Central Provincial Chief Minister Berty Premlal Dissanayake, speaking to The Island yesterday condemned the killing and defined it as a cowardly act of the LTTE.

Meanwhile, leader of the Opposition of the Sabaragamuwa Provincial Council Ranjan Ramanayake said that even his life is in danger and the Police security provided to him during the elections had now been withdrawn. He urged the Police to provide him with security. He said that despite being the Opposition leader he had not been provided with an official vehicle.

Over 25 Killed including Maj Gen Janaka Perera in Anuradhapura attack



The opposition leader of the North-Central provincial council, Maj General Janaka Perera (Retd) and many others were killed when an LTTE suicide cadre blew himself inside the United National Party (UNP) office near the Old Bus Stand in Anuradhapura this morning, 6 October.

According to the latest information, over 25 including the wife of Maj Gen Janaka Perera (Retd), few UNP provincial councilors, UNP Manager in Anuradhapura Dr John Pulle and his wife, were killed due to this explosion.

Over 90 civilians also sustained injuries and they were rushed to the Anuradhapura hospital immediately.

The bomb blast occurred around 8.45 a,m in a function held to declare open the new UNP office in Anuradhapura, sources added.

Major General Janaka Perera (Retd), RWP, RSP, VSV, USP, rcds, psc was a politician and also served as the Chief of Staff of the Sri Lanka Army (2000-2001).

After retiring from the army he served as a Sri Lankan High Commissioner to Australia & Ambassador to Indonesia. He was the opposition leader of the North Central Provincial Council.

Opposition Leader, Major General Perera was educated at St. Joseph's College, Colombo joined the Sri Lanka Army in 1966 as an Officer Cadet. He received his training at the Royal Military Academy Sandhurst in England and completing training he was commissioned as a Second Lieutenant in the Ceylon Engineers. Maj. Gen Perera is a graduate of the Royal College of Defence Studies.

‘No Fire’ zones for civilians in Mullaitivu

With the war entering a crucial stage, the Army has established two ‘No Fire Zones’ in Mullativu, to provide safety to civilians, Army Commander Lt. Gen. Sarath Fonseka announced in Anuradhapura yesterday.

The two ‘No Fire Zones’ in Oththukudai and Vishhamadu in Mullaitivu, encompassing 10 sq.km, have been designated safe zones for all civilians. Gen. Fonseka made these comments at the Flag Blessing ceremony to celebrate the Army’s 59th anniversary at the Sri Maha Bodhi yesterday. The Government Agents have been ordered to notify all the people in the area, who have not already evacuated, to leave immediately for the zones. Humanitarian assistance will be given within these zones.

The Army Commander also announced that the recruitment drive launched at the start of this month, would see the current Army of 160,000 soldiers rise to 200,000, and with the “imminent take over of Kilinochchi,” it would be expanded to 300,000. The extra soldiers would be needed to monitor the large land masses taken over in recent offensives by government forces, according to the Commander. The government has already approved the Force expansion to 200,000. This would also mean that around four to five new Divisions would be formed to absorb the fresh intake of recruits.

“Almost all civilians have left the Kilinochchi area and we are only 2km from the town. The LTTE casualties in the hospital have been removed and we are confident that the LTTE is gearing up for their last battle. Intelligence sources have indicated that even the most senior LTTE cadres have been summoned to the front and every sign points to a final battle,” he reiterated.

Key members of the LTTE hierarchy have been notified through Army intelligence to hand themselves over, and the Army is confident that they will be able to prevail, Fonseka maintained. He also remarked that a gun used to launch CS gas canisters has been recovered by the Army and that they were taking steps to counter the attacks.

“We have taken over the stretch of A9 Road spanning Mankulam, Iranamadu and Kokavil, so that the LTTE would find it almost impossible to infiltrate that area or launch attacks along the A9 Road. Both LTTE runways are covered by us, thus negating any possibility of an air attack,” he said.

Meanwhile, Air Force MI-24 helicopter gunships carried out a precise air sortie on an LTTE bunker line situated 3.5 km northeast of the dam of Akkarayankulam tank bund around 9:15 a.m. yesterday. The Air Force stated that the air raid was carried in support of ground troops of the 57 Division engaged in operations in the area.

Gotabhaya says ZOA PM had LTTE links

Defence Secretary Gotabhaya Rajapaksa confirmed that the Kilinochchi Project Manager of Zoa, who was ordered out of the country last week, had been working for the LTTE.

Rajapaksa said Zoa PM’s LTTE connections had become patently clear from his decision to stay in Kilinochchi with the LTTE in defiance of the Defence Ministry order for INGO’s to shift to Vavuniya.

The Defence Secretary said Zoa had forwarded its PM’s letter stating his decision to stay back in Kilinochchci to the Defence Ministry.

He said the Zoa official holding an Italian passport may have reconsidered his decision to be with the LTTE.

However Rajapaksa said, the Defence Ministry was convinced that the Zoa PM had links with the LTTE.

ZOA project manager to be deported immediately

The government has decided to deport with immediate effect ZOA Project Manager in Kilinochchiwho had refused to accede to the request by the government to leave Kilinochchi, Minister of Disaster Management and Human Rights Mahinda Samarasinghe said yesterday (3).

At a press conference at his ministry, he said the Italian INGO official had refused to leave Kilinochchi for Vavuniya when all other foreign NGO personnel obliged.

It would be dangerous to allow persons like him who did not follow government orders to operate in the country, the Minister said.

Steps would be taken to cancel his visa and deport him immediately, the Minister said.

A stock of 650 tons of food had been dispatched to the Vanni for the benefit of the displaced civilians of the region and in the next few days a further stock of 5,020 tons of food will be dispatched to Kilinochchi and Mulaitivu Districts from Vavuniya. The policy of the government was to ensure that the civilians even in the terrorist controlled areas were supplied with adequate stocks of food Samarasinghe said.

Twenty five LTTE cadres were killed 45 were injured due to the clashes between government Troops and LTTE in the areas of Vavuniya and Mullaitivu yesterday (30).

Explosives, batteries found in UN lorries

Security forces while making clearance on a convoy of Wanni bound lorries at the Omanthai Entry/ Exit point in Vavuniya, have found C-4 explosives and batteries in two lorries yesterday (Sep 30), evening.

According to military, a total of 60 lorries are expected to cross the Omanthai gateway by Thursday evening (Oct 2), with essential food items to displaced in Wanni. 30 lorries were hired by the Vavuniya District Secretariat, while the rest have been hired by the WFP.

The C-4 explosives weighing around 2.5kg were found concealed under the driver's seat, while a total cache of 28,880 batteries (a prohibited item under security concerns) were found laden in a makeshift false compartment. The compartment had been fixed after welding it thoroughly, military said.

The lorry drivers were taken into custody for interrogation and apparently, a suspect has admitted concealing the explosives, Vavuniya Police said.

LTTE's clandestine airstrip located by troops

Troops of the 57 Division operating North of Vannivilankulama have located a 500m long airstrip, believed used by LTTE for emergency landing, Tuesday (Sep 30) afternoon.

According to military the airstrip was located 7km Northwest of Mankulama and about 500m West of the A-9 trunk road in general area Pankikkankulama.

It is also believed the airstrip could have also been used as an open parking space or a hangar, in a way, Army sources were quoted saying.

I am well aware that the Government’s complete attention is on winning the war, as it should be. Victory over the terrorists is so close, and it needs to be the primary focus of the moment. But governing a country means looking beyond the immediate to the future – at least five years ahead, if possible. You’re probably going to have 100,000 troops returning to Colombo and the rural areas, and a huge percentage of them will be unemployed, maimed, traumatized, and maybe all three.

I would suggest immediately forming a task force that would examine this looming situation before it becomes a crisis. The finest minds in the country need to focus on creating jobs for these soldiers, planning for their rehabilitation, training counselors to deal with their trauma, and establishing programs that will help them re-enter the society for which they fought so bravely.

This is not an easy job, but it is imperative that the issue be addressed now – before the last battle bullet is fired and the final battle is won. The last thing you want is an angry mob of dissatisfied veterans protesting that the Government has nothing to offer them for their valiant service. Caesar was deathly afraid by the specter of his soldiers returning to Rome and staging a revolt. Such a possibility in Sri Lanka is not outside the realm of possibility if plans aren’t put into the works immediately. Imagine the morale-builder it will be for the troops if they know that their Government is thinking of their future – now. This will give them the will to fight harder and stronger for the peace that is just around the corner.

My second suggestion is to examine a very interesting phase of American history. When the stock market crashed in 1929 the bottom fell out of an era of party and prosperity. The then president, Herbert Hoover, did nothing to avert a crisis over the deep unemployment that ensued. He didn’t think the government should get involved in helping out during an economic crisis.

When one of my political heroes, Franklin Delano Roosevelt, stepped into the White House in 1932 he saw the potential disasters that could result due to the legions of unemployed. After all, the Russian Revolution wasn’t that long before, and it was still fresh in his memory. The possibility of revolution sent chills of angst through his gifted mind.

Roosevelt’s admirable solution was to create the New Deal, which was a large, powerful, and effective bundle of social programs designed to keep the unemployed working – and to use the down-cycle of Depression as an opportunity to build and strengthen America’s infrastructure. With the exception of Social Security, the Federal Housing Authority, and the TVA most of the New Deal organizations had a shelf life limited to the time of economic recovery, and were disbanded when no longer needed.

Here are a few successful examples of New Deal programs that the Government of Sri Lanka may want to examine for possible implementation in the motherland.

o The Civilian Conservation Corps (CCC) was established in 1933 in every state and territory in the US. This organization was made up of the sons of unemployed fathers – victims of the Depression. At its peak in 1935 it had 500,000 employees in 2,650 work camps. It provided labor for a wide variety of Government Agencies including: Department of Interior, Department of Agriculture, Army Corps of Engineers, National Parks Service, Bureau of Forestry, Soil Conservation Service, General Land Office, and others. Employees of the CCC put up telephone and power lines, built logging and fire roads, engaged in tree planting, bee keeping, archaeological excavation and even furniture manufacture. Evening classes were held in most camps, and courses were offered in general academics as well as vocational training. Congress ceased funding it in 1942 when it needed all those boys to fight in World War II.

o The Federal Housing Administration (FHA) was created to combat the housing crisis of the Great Depression. The FHA was designed to regulate mortgages and housing conditions, and still exists to this day.

o The Home Owner’s Loan Association was established in 1933 to assist in the refinancing of homes. Between 1933 and 1935 over one million homeowners were saved from foreclosure by this program.

o The Public Works Administration was another department set up to create jobs during the Great Depression.

o The Social Security Act was passed to protect America’s senior citizens from poverty.

o The Works Progress Administration (WPA) was created in 1935 and had a positive impact on the entire country. The WPA built roads, buildings, and other massive infrastructure projects. It officially ended in 1943 after keeping millions of men and women at work throughout America until they were needed for the war effort.

o The Tennessee Valley Authority (TVA) built dams for hydro-electric power and created lakes and parks for recreational use. Today the TVA still supplies more electricity than any other hydro company in the United States – keeping the growing Southeast in lights.

In addition to examining New Deal programs the Government of Sri Lanka should also consider the following:

o Worldwide Nursing Shortage. Men and women in Sri Lanka could be trained as nurses and medical assistants for the growing demand in America, Japan, Europe and other regions where the aging population has created a huge shortage of skilled personnel in this field. The compassionate, caring nature of Sri Lankans could be put to good use. Male and female returning soldiers would be perfect candidates for these important jobs.

o UN Peacekeeping Efforts. Skilled Sri Lankan soldiers could be sent by the UN to peacekeeping fronts in Africa, the Middle East, Eastern Europe, and other areas where they are sorely needed and where they could put their high-level skills in warfare to excellent use.

o Middle East Labor. Unskilled labor is sent by Sri Lanka, Indonesia, Philippines, Thailand and other countries to the Middle East, which currently has an insatiable need for humans due to high economic growth rates and an enormous construction boom. Sri Lankans go abroad with no training whatsoever, which puts them at risk for employee abuse, neglect, rape, and other violations of their human rights. Domestic servants don’t even know how to clean house or answer the telephone, which makes their employers angry. We don’t want to hear any more stories of cruelty – like sending maids to the desert to tend goats. Pre-emigration training programs would be a great help to assist these unfortunates who find the need to leave their home country to survive. Our last wish would be for returning soldiers to spend their lives as construction laborers and domestics in the Mid East, but if they decide to go abroad, please prepare them appropriately for their work.

o Other Labor Shortages. Look abroad and find out what other skilled labor shortages exist in the world, and set up training programs accordingly.

o Overseas Investment. Identify industries and specific companies from abroad that could be attracted to Sri Lanka to build factories and take advantage of the countries abundance of both skilled and unskilled labor.

The think tank I am suggesting could develop a number of projects that would benefit returning troops as well as Sri Lanka, but there is an urgent need to act quickly. No one would want to hear about the soldiers on the front prolonging the war for fear of losing their jobs due to peace. Let them know you are planning for their return, and announce projects now that would give them an incentive to fight harder and end the conflict sooner. Give them the good word that their Government is going to provide for them with employment opportunities, and chances to better their lives after the war.

Programs in the New Deal cost American taxpayers a lot of money at a time when they could least afford it. The Government of Sri Lanka will have to be creative and figure out how they will get their similar programs financed. In spite of the global economic crisis funds are still available overseas for assistance from both private and public sources. Get your new programs designed and written up now so you can apply for quick funding. It takes time for governments in the United States, Japan, Korea, and others to get them through the bureaucratic red tape and approved. Let’s not forget our NGO and INGO friends and hold them to their peace-loving word. Let them go to work on new projects that involve the returning soldiers for the country’s benefit. When the war is over and they’re back on the side of the Government, give these organizations a good reason for staying in Sri Lanka.

You have to act now to bring these ideas “down to the ground” and make them a reality. Think smart and stave off a potential disaster. You owe it to your men and women of the armed services to reward them for putting their lives at risk for their country. Welcome them home with honor and hope for the future.
